In this book are those differences looked upon as communication distortions caused by the legislator failing to transmit properly the intended taxation to the entrepreneurs as tax subjects. It’s no longer primarily a matter of establishing current law. The fiscal sociology perspective in this book concerns in the first place reasoning on _how_ e.g. the already established differences mentioned occur and what to about it regarding the topic of the making of tax laws to avoid such communication distortions. In his licentiate’s dissertation at ÖrebroUniversityin 2011 the author treated that question concerning the main rule on the determination of the tax subject according to _mervärdesskattelagen (1994:200)_ \[i.e. the Swedish VAT act\]. The problem then concerned in the first place whether that determination of who’s entrepreneur for VAT purposes is in compliance with the main rule in the EU’s VAT Directive (2066/112/EC) for the determination of taxable person, article 9(1) first paragraph.  In this book the author continue with the same topic, but here’s the determination of the tax subject concerning one of the special rules in _mervärdesskattelagen_ investigated That rule is to be found in Chapter 6 section 2 which partly treats the tax liability for partners in _enkla bolag_ (approx. joint ventures) and _partrederier_ (shipping partnerships), partly contains a possibility for the partners to let a partner as representative answer for accounting and payment liability regarding the VAT in _bolaget_ or _rederiet_. By its character of special rule on tax and payment liability is the present rule – which in this book is called the representative rule – not of the same economical importance as the main rule to determine the tax subject. However is the representative rule of a significant economical interest. There are more than 7,000 active _enkla bolag_ according to the Statistics Sweden’s (SCB) enterprise register. Furthermore there are hidden statistics concerning undetected _enkla bolag_. The representative rule is however of a particular law scientific interest due to it concerning a more classical law scientific problem, namely taxation and collection in connection with legal figures – _enkla bolag_ and _partrederier_ – which aren’t legal entities. The tax liability shall also in this case be in compliance with the main rule on who’s taxable person according to the EU’s VAT Directive (2006/112).  By SFS 2013:368 was on the 1st of July 2013 the determination of the tax subject disconnected from the income tax act, and _yrkesmässig verksamhet_ was replaced with the concept _beskattningsbar person_ (taxable person). However, the Government and the EU Commission talk at cross-purposes concerning the criticism that the Commission presented in 2008 regarding the determination of the emergence of the right of deduction according to _mervärdesskattelagen_. The reform in 2013 didn’t mention the use of the concept _skattskyldig_ (tax liable), instead of _beskattningsbar person_ (taxable person), for that determination. The Commission might believe that the criticism has led to a solution by the reform, but the problem remains. A more holistic review of the use of the concept _skattskyldig_ in _mervärdesskattelagen_ is thus necessary. This book also proves that the particular problems which exist concerning VAT in _enkla bolag_ and _partrederier_ still remains after the reform of 2013 – these have not yet been mentioned by the legislator. In this book are rules regarded per the 1st of January 2015.  _The author, Mr. Björn Forssén, became Doctor of Laws_ on the 26th of April 2013 by this book, which in its first edition (both the first and the second editions were in Swedish) constituted – together with the licentiate’s thesis – a combined doctor’s thesis to receive the Degree of Doctor of Laws at Örebro University. _Law and Language on The Making of Tax Laws and Words and context_ is written by Björn Forssén who has been a member of the Research Team Tax Law at Örebro University since 2015. Then he started his project about The Making of Tax Law**_s_** (not to be confused with the making of tax law), as a branch within the field of fiscal sociology, with a pre study resulting in the e-book _The Entrepreneur and the Making of Tax Laws – A Swedish Experience of the EU law_ that was published in a third edition in 2017 (315 pages). It contains five parts, A-E, where he presents The Big Picture of the Swedish tax system on which he is doing research about the topic of The Making of Tax Laws.  This e-book is primarily a continuation of Part D in the above-mentioned book, i.e. of the law and language issues. Part D was also published as an edited offprint in 2016 by the e-book _The Making of Tax Laws – Law and Language issues_ (69 pages). The author distinguishes fiscal sociology from sociology of law, but, although he considers The Making of Tax Laws a branch of fiscal sociology, he of course deems the law and language perspective on that topic also a topic within sociology of law. Research on tax law in Sweden is traditionally made by law dogmatic studies. When conducting the research on The Making of Tax Laws Björn Forssén conducts instead empirical studies, which regarding the law and language issues in the first place concerns the process of The Making of Tax Laws. Thereby the underlying issue concerns _how_ – what he mentions – communication distortions occur between the legislator’s intentions with a tax rule and the perception of the rule by those applying it.  In an e-book concerning words and context in the EU tax law, _O__rd och kontext i EU-skatterätten: En analys av svensk moms i ett law and language-perspektiv_, which was published in a second edition in 2017 (334 pages), Björn Forssén made his suggestion of how to do research on law and language issues regarding the process of The Making of Tax Laws. In the end of that book he added a translation into English of the summary and concluding viewpoints from Chapter 5 of its first edition, and that chapter was also published as an edited offprint in 2017 by the e-book _Law and language: Words and context in Swedish and EU tax laws_ (88 pages).  This book is as mentioned above primarily a continuation of the law and language issues regarding Björn Forssén’s research project about The Making of Tax Laws and it consists mainly of a merger of two of the previously mentioned books, namely:  \-          _The Making of Tax Laws – Law and Language issues_ and  \-          _Law and language: Words and context in Swedish and EU tax laws_.  _Mr. Björn Forssén_ is a Swedish Doctor of Laws. _Law and Language on The Making of Tax Laws and Words and context_ is written by Björn Forssén who has been a member of the Research Team Tax Law at Örebro University since 2015. Then he started his project about The Making of Tax Law**_s_** (not to be confused with the making of tax law), as a branch within the field of fiscal sociology, with a pre study resulting in the e-book _The Entrepreneur and the Making of Tax Laws – A Swedish Experience of the EU law_ that was published in a third edition in 2017 (315 pages). It contains five parts, A-E, where he presents The Big Picture of the Swedish tax system on which he is doing research about the topic of The Making of Tax Laws.  This e-book is primarily a continuation of Part D in the above-mentioned book, i.e. of the law and language issues. Part D was also published as an edited offprint in 2016 by the e-book _The Making of Tax Laws – Law and Language issues_ (69 pages).
